The Iowa Medicaid Enterprise (IME) has contracted with a new company to process Medicaid claims that are currently processed by ACS, the
fiscal agent. The new company will process all claims submitted on or after June 30, 2005.
As part of the June 30, 2005 change: |

- All electronic claims submitted to Iowa Medicaid must be HIPAA compliant
- ASAP-AP and WINASAP users must switch to a new free billing software called PC-ACE Pro32
or another HIPAA compliant software
- There is a new Electronic Data Interchange (EDI) office called EDI Support Service (EDISS) that will accept all electronic transactions
- All Providers who submit electronically must sign new EDI forms with EDISS
- All Providers who submit electronically must test with EDISS
- EDISS can only accept HIPAA compliant transactions or PC-ACE Pro32 submissions
- EDISS offers a Provider Help Desk 10 AM - 4 PM CT
- Provider Services will offer visits after April 1, 2005
EDISS would like to have all providers who submit claims electronically switch to submission through EDISS prior to the June 30, 2005 effective date to alleviate any impact to providers. EDISS is ready now to test and
accept electronic claims.
Claims Submission All providers who submit claims to Iowa Medicaid electronically must begin to submit their claims to EDISS no later than June 30, 2005. All electronic claims
submitted to Iowa Medicaid must be in a HIPAA-compliant format by June 30, 2005.
New Software Providers who currently submit claims electronically using the non-HIPAA compliant ASAP-AP or the proprietary
WINASAP software must convert to new HIPAA compliant billing software or the IME's HIPAA compliant free software called PC-ACE Pro32. The software can be downloaded by visiting: http://www.noridianmedicare.com/provider/edi/user_docs_iowa_medicaid.html
Providers who submit electronic claims using other software, a vendor, or clearinghouse must submit claims to Iowa Medicaid using HIPAA compliant transactions on and after
June 30, 2005. In order to understand the specific Iowa Medicaid requirements, these providers should review the Iowa Medicaid Trading Partner Agreement Companion Document located at
www.noridianmedicare.com.
New EDI Forms All Providers will need to fill out the
appropriate EDI paperwork in order to submit electronic claims to the IME EDISS. The claims registration forms (837P, 837I, or 837D) along with the EDI Enrollment form must be completed. The IME EDISS will supply all providers

Transitioning In order to facilitate a smooth transition before the June 30, 2005, effective date, the IME EDISS has been working
with ACS so that the IME EDISS will be ready to receive Iowa Medicaid claims. The IME EDISS will forward these electronic claims to ACS to be processed in the current system. ACS through June 30, 2005 will handle all current
reports and other transactions. As of June 30, 2005, the IME EDISS will be generating reports and the other transactions for providers.
Please submit your EDI enrollment and registration forms to the IME EDISS no later then
June 17, 2005. Submitting it any later may jeopardize your ability to submit EDI claims to the IME EDISS after Noon on June 23, 2005 once ACS will stops accepting electronic claims.
The last ACS claim cycle will run on June 24, 2005, for the June 27, 2005 Medicaid payments. Electronic claims must be received by Noon on June 23, 2005, in order to be included with this claim cycle.
Testing
with EDISS will need to be conducted before electronic claims can be submitted to production for Iowa Medicaid. |
